Position Summary

This leadership role is responsible for ensuring full compliance with U.S. export control laws (including ITAR, EAR, OFAC) and the effective execution of international trade operations. As the site’s Empowered Official (EO), the ITC Manager plays a critical role in enabling compliant business growth across regulated markets. The role also supports cross-functional logistics, training, and documentation efforts.

While not a primary function, this role may also serve as a Facility Security Officer (FSO), supporting the site’s industrial security program under the National Industrial Security Program Operating Manual (NISPOM), in partnership with the company’s designated FSO.

YOU WILL BE ACCOUNTABLE FOR THESE KEY RESPONSIBILITIES:

  • International Trade Compliance (ITC)
  • Serve as the site’s Empowered Official per 22 CFR 120.67 with independent authority to stop or approve export.
  • Ensure compliance with ITAR, EAR, OFAC, FTR, and U.S. Customs regulations.
  • Prepare and manage export licenses, Technical Assistance Agreements (TAAs), BIS and DDTC authorizations.
  • Oversee export classification (ECCN, USML, HTS/Schedule B) and technology jurisdiction.
  • Review and mitigate risk in international transactions and end-user engagements.
  • Maintain and update Technology Control Plans (TCPs), internal ITC procedures, and business flowcharts.
  • Provide ITC training and compliance support to cross-functional teams, including Engineering, Sales, Operations, and Shipping
  • Export Operations & Logistics
  • Oversee accurate export documentation and compliance with U.S. and international shipping regulations.
  • Manage product classification, valuation, and country of origin declarations.
  • Coordinate with freight forwarders and brokers for timely and compliant delivery.
  • Administer Free Trade Agreement (FTA) qualification reviews and recordkeeping.
  • Partner with Supply Chain and Finance to maintain accurate ERP export records.
  • Cross-Functional Collaboration & Continuous Improvement
  • Support audits, self-inspections, and investigations related to compliance or security concerns.
  • Partner with Legal, IT, and senior leaders to drive policy updates and reduce compliance risk.
  • Monitor regulatory updates and ensure timely procedural revisions and training refreshers.
  • Analyze compliance KPIs and provide risk assessments to leadership.
  • Other Responsibilities: Facility Security Program Support
  • Support the site’s industrial security program per NISPOM standards.
  • Assist with employee clearance processing (e-QIP, JPAS/DISS), classified material access, and coordination with Defense Counterintelligence and Security Agency (DCSA).
  • Provide annual training and documentation reviews related to industrial security.

YOU ARE THE RIGHT PERSON FOR THIS JOB IF YOU HAVE THESE PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in International Business, Law, Engineering, or related field
  • 7–10 years of experience in trade compliance and/or export operations
  • U.S. Person as defined by 22 CFR 120.62; eligible to obtain and maintain a DoD clearance
  • Empowered Official experience under ITAR
  • Familiarity with NISPOM and willingness to train as a Facility Security Officer
  • Strong verbal and written communication skills
  • ERP and trade compliance system experience (e.g., SAP, OCR EASE)
  • Aerospace/Defense industry experience with DCSA or DoD interface preferred
  • Relevant certifications (e.g., CECP, CISSP) are a plus
  • Proven ability to manage competing priorities in a regulated, fast-paced environment

WHAT WE OFFER

  • Salary range depending on experience: $150,000 to $210,000
