Summary of Position
Under general supervision, the Safety Program Officer is responsible for managing the City’s overall safety program. This position collaborates with management in the selection and implementation of safety management programs, policies, and initiatives. Work involves developing safety policies and procedures, conducting inspections, planning and promoting safety programs, evaluating safety risks, and is responsible for the operational development, implementation, and coordination of the Citywide Safety Program.

The minimum starting base pay is $75,923.70 – $93,520.13/Annually* + Competitive Benefits
(Eligible experience, education, and expertise may provide a greater starting base pay within the full pay grade)

ESSENTIAL FUNCTIONS / KNOWLEDGE, SKILLS, AND ABILITIES

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following:

Essential Functions

  • Conduct safety inspections of facilities, work areas, equipment, and materials; recommend corrective actions and verify completion.
  • Monitor site conditions, practices, and procedures for compliance with safety policies and regulations.
  • Conduct job safety analyses, identify hazards, and recommend corrective measures.
  • Recommend appropriate personal protective equipment (PPE) and conduct utilization checks.
  • Administer proactive accident-prevention programs.
  • Conduct in-depth accident and injury investigations to determine root causes and recommend prevention strategies.
  • Develop, evaluate, and coordinate safety program policies and procedures in compliance with Federal, State, and Local regulations.
  • Communicate safety-related information through multiple channels to support education and awareness.
  • Coordinate the incident reporting process and maintain required records.
  • Ensure compliance with occupational safety and health programs, including electrical safety, confined space, HazCom/chemical safety, industrial hygiene, respiratory protection, first aid/CPR, fall protection, PPE, fire protection, heavy equipment and forklift safety, trenching/excavation, driver safety, and laboratory safety.
  • Engage employees at all levels to identify and mitigate risks while promoting employee health and safety.
  • Identify departmental training needs, coordinate training schedules, and conduct training as needed.
  • Evaluate safety training programs and conduct accident reviews with departments to reduce equipment and vehicular incidents.
  • Develop and present OSHA-compliant safety and health programs; coordinate external speakers and trainers.
  • Collaborate with employees and committers to continuously improve safety programs.
  • Investigate accidents, near misses, and hazardous conditions to identify root causes and recommend preventive measures.
  • Assist in developing safety program systems and processes.
  • Maintain safety records, including reports, training documentation, and safety data sheets.
  • Coordinate safety committee meetings and maintain minutes and associated records.
  • Stay current on safety regulations and industry best practices.
  • Promote a Citywide safety culture through training, risk assessments, and behavior-based safety initiatives.
  • Create, monitor, and manage programs to ensure compliance with safety regulations and environmental health and loss-prevention standards.
  • Perform other related duties as assigned.

Knowledge
Knowledge of safety administration, occupational hazards, and related principles and practices.
Knowledge of Federal, State, and Local safety laws, regulations, and standards.
Knowledge of CDL laws and related safety programming.

REQUIRED QUALIFICATIONS, EDUCATION, AND EXPERIENCE

Minimum Qualifications:

  • Must possess or be able to obtain within 90 days of hire, a valid Texas Driver’s License and eligible for coverage and be eligible for coverage under the City of Kyle vehicle insurance provider.
  • Associate’s Degree in Occupational Safety and Health, Public Safety, Environmental Health & Safety, or related field.
  • At least two years of experience in safety programs or training.
  • Additional relevant experience may be considered in place of required education.


Preferred Qualifications:

  • OSHA 10 or 30 certification
  • Certified Safety Professional (CSP)
  • Preferred Public Sector or non-profit experience

Physical Demands and Working Conditions:
While performing duties of this job, the employee is regularly required to sit; stand; walk; reach with hands, fingers, and arms; handle or feel objects, tools or controls; climb; balance; bend; stoop; kneel; crouch and/or crawl. The employee is regularly required to read, speak, and include talking on the telephone; and hear with background noise. Specific vision abilities required in this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
The employee must be able to safely pull, push, lift, and carry items weighing up to forty (40) pounds.
Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours, as needed.
Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
