How will you contribute?

The Officer, Parking Administration & Security Operations is accountable for performing a wide range of administrative and operational duties related to the issuance/assignment of parking permits, enforcement and application of related policy provisions, rules and regulations, as well as the administrative management of supporting databases and information systems. The position is accountable for making recommendations to Corporate Security’s Management team on the administration of the daily functions, resolution of issues with suggested responses, and on improvements to operational processes and practices.

The incumbent functions as backup to the Speaker’s Special Assistant, Operations in the provision passenger and material transportation services as well as in the delivery of the Security Accreditation services for the Senate.
Key responsibilities of this position include:

  • Operating and ensuring the general maintenance (oil and fluid level checks, tire pressure monitoring and vehicle cleaning) on a variety of Senate operational and fleet vehicle to provide passenger and material transportation services.
  • Ensuring the ongoing review and processing of requests for parking permits and temporary parking passes initiated by Senators and their staff and Senate Administration personnel.
  • Reviewing and responding to questions and inquiries linked to various aspects of parking entitlements, providing the necessary guidance and instructions, and coordinating the implementation of necessary parking arrangements, while ensuring the ongoing control of all allocated parking spaces.
  • Conducting patrols of parking spaces across all Senate parking locations and implementing operational controls required to enable parking restrictions linked to special Parliamentary events or other circumstances.
  • Maintaining a variety of databases and preparing regular reports, information notes and other operational briefings to ensure the Corporate Security’s management team remains aware of any parking administration, security operational matters and emerging issues.

The general public to staff one (1) indeterminate, full-time positions in the Corporate Security Directorate.

This selection process may be used to staff determinate or indeterminate positions at the same level with similar requirements.

Prerequisites

  • Post-secondary education in a security-related field or a combination of education, training and related work experience;
  • Hold a valid driving permit (e.g., class D AND class F in Ontario; a class 3 AND class 4 driving permit in Québec)*;
  • Experience providing a high-quality front-line service to parliamentarians in both official languages;
  • Experience in interpreting and applying policies and procedures as well as providing recommendations (e.g., improvements to operational processes and practices);
  • Experience providing administrative services in an office environment such as writing formal correspondence, briefing materials and reports, organizing and scheduling meetings and managing electronic filing systems;
  • Ability to lift, carry, push and pull materials that can be heavy (up to 50 lb), large and awkward to handle;
  • Ability to lift and place materials on shelves (up to 5 feet high) and carry materials up and down stairs;
  • Knowledge of the safety and security procedures and protocols to ensure effective traffic flow and circulation;
  • In depth Knowledge of the services of Ottawa Police, parking regulations of the City of Ottawa and service agreements with towing companies to ensure enforcement actions are supported in an effective and timely manner, and knowledge to address operational matters linked to vehicle damage and accidents;
  • Knowledge of the roles of the parliamentary security partners (e.g., Parliamentary Protective Service; Public Service and Procurement Canada; Royal Canadian Mounted Police and the House of Commons Corporate Security) and other federal government departments will be considered an asset.

*Candidates will be required to provide proof of a valid driving permit and abstract of your driving record before the practical exam*.
