About the job

Job summary

The Defence Nuclear Security Regulator (DefNucSyR) is responsible for providing independent assurance to senior officials and Ministers on the adequacy of nuclear security across the Defence Nuclear Enterprise (DNE), ensuring that nuclear material, information, and assets critical to the Continuous At-Sea Deterrent (CASD) mission are secure. We work closely with a number of organisations within the Ministry of Defence and industry partners that are directly responsible for security, as well as those with oversight and governance responsibilities, including the Directorate of Security and Resilience, Defence Nuclear Organisation, and Navy Command. To continue to develop good practice in nuclear security regulation, we maintain routine engagement with nuclear regulatory counterparts within Defence, the UK civil sector and international partners.

DefNucSyR is recruiting a new Lead inspector who will undertake regulatory inspections, assess security planning, and provide security exercise assessments, as well as supporting security investigations as required, and making recommendations on nuclear security improvements. As a Lead Inspector, you will directly contribute to providing confidence to the Permanent Secretary of the security of the DNE.

This position is advertised at 37 hours per week.

Job description

Specifically, the post holder will be responsible for:

  • Assuming responsibility for day-to-day regulatory interactions with your area of responsibility. This includes planning and conducting inspections and audits that will assess security arrangements and exercises, providing evidence of compliance with the regulatory expectations set out in the regulatory framework.
  • Preparation of inspection and assessment reports, as well as monthly reports to the Principal Inspector.
  • Supporting the ongoing development and maintenance of the DefNucSyR Regulatory Management System to deliver effective and proportionate nuclear security regulatory arrangements across the DNE.
  • Developing and maintaining effective relationships with other nuclear regulators, including the Defence Nuclear Safety Regulator (DNSR) and the Office for Nuclear Regulation (ONR), to share lessons learned and develop best practice approaches and provide relevant assurance (in a competent authority role).
  • Act as a functional lead for a security domain area to support other DefNucSyR Inspectors as required, by providing SME input into areas not directly within your responsibility, including being part of inspection teams and audits.
  • Contribute to growing nuclear security SQEP across the DNE, through maintaining high standards of personal nuclear security professionalism and supporting knowledge sharing across the enterprise.

All DefNucSyR inspectors are supported through a comprehensive and individually tailored learning and development plan designed to build their expertise across nuclear, security and regulatory disciplines. Following this there will be a requirement to pass a Duly Authorised Person (Security) (DAP Sy) board in order to receive delegated authority to perform your duties within Nuclear Security Regulation.

Terms of Reference for the role are available on request.
