Job summary

The Integrated Corporate Services (ICS) is a new shared corporate service, launched in July 2023. It provides corporate services (HR, Finance, Digital, Commercial, Security and Estates) across the Department for Energy Security & Net Zero (DESNZ) and the Department for Science, Innovation & Technology (DSIT).

Job description

Are you interested in joining a high-performing team of security professionals? If you are ready to challenge yourself and become a member of a specialist security team, then we have a great opportunity for you!

This is a new role within the Personnel Security team within the department security unit (DSU). Our unit is responsible for all aspects of physical, information, IT and personnel security, as well as resilience. The DSU sits within the Integrated Corporate Services function (ICS), providing shared services to the two new departments: the Department of Energy Security and Net Zero (DESNZ), and the Department of Science, Innovation and Technology (DSIT). The post holder will report to the Grade 6 Security Adviser for Physical and Personnel Security and manage the personnel security team. The role will additionally support security transition activities as a result of Machinery of Government changes.

You will be a part of the Government Security Profession. There are a wide variety of roles, specialisms and career paths for Government Security Professionals who work throughout the Civil Service helping to protect the UK Government and our citizens both at home and overseas.

Key responsibilities

  • Lead on Personnel Security transition work, including the machinery of government change, new vetting policy, and UKSV decision making
  • Support the programme governance underpinning the Machinery of Government changes in progress
  • Coordinate resource application supporting transition activities, including GovPass
  • Support Personnel Security governance responsibilities, including the vetting service for partner organisations, managing annual MOUs, forecasts, and monthly reporting
  • Scope and run any resulting project delivery of a case management system that’s fully coordinated with HR and Digital processes and tools, including joiners/movers/leavers
  • Professionalise the personnel security service line, creating a cohesive and replicable service model, underpinned by robust processes and policies.
  • Manage the vetting team process and policy documents in alignment with UKSV standards, ensuring regular review
  • Assist with central government personnel security commissions, including regular reviews of security levels and implementing changes to policy
  • Undertake joint decision-making for complex personnel security vetting cases as part of the escalation process, ensuring rigorous decision-making and a robust case rationale
  • Ensure continuous improvement of the insider risk and aftercare programmes in collaboration with the Senior Personnel Security Manager
  • Be a role model for the security community, modelling Civil Service values to champion and develop the profession across government
  • Fulfilling an occasional on-call requirement


Skills and experience

Essential criteria

Our ideal candidate will: –

  • Be an excellent communicator, who can clearly provide accurate guidance to colleagues
  • Be customer-focused, ensuring that the services provided to our departments is pragmatic and of a high quality
  • Be able to build effective relationships, engage and negotiate with key stakeholders and staff at all levels of seniority
  • Be detail orientated, and continuously identify the potential for improvements in processes, including proactively suggesting solutions
  • Be able to analyse large sets of data to produce relevant management information for seniors
  • Deliver outcomes at pace, on time and to standard, regularly monitoring your work against targets, and acting promptly to keep work on track and maintain performance
  • Project management experience, although not crucial, it would also help your application if you have any of the following skills or experience:
  • Experience in planning and delivering protective personnel security (ideally from working in a central government organisation) as well as a desire to keep learning
  • Experience of contractual or service level agreements, delivering services to other organisations and acting as an intelligent customer.

Successful candidates must pass disclosure and barring security checks. If successful, you must also hold or be willing and able to obtain security clearance to SC level. You do not need to already hold SC to apply. We will sponsor you through the process but any offer will be conditional until SC is obtained. You must also be willing to undergo DV if requested.

Individuals applying for security clearance should usually have been continuously resident in the UK for the following periods immediately before the clearance is launched:

SC – 5 years
DV – 10 years

If you have spent more than six months resident outside the UK within these time-frames then you are still encouraged to apply. Eligibility for security clearances will be assessed on a case-by-case basis but in some instances, it may not be possible to take forward applications from those who do not meet residency requirements.

Security experience and knowledge of vetting or supporting a vetting service would be useful, but not crucial, as we can offer the training you need. If you have not worked in a vetting role before but have strong administrative, organisational and other transferable skills, you should still apply.

Office attendance
