How will you contribute?

As the Manager, Security Operations, Business Resiliency & Fire Prevention, reporting directly to the Director of Corporate Security, you will be leading a 24-7 on call Division within the Corporate Security Directorate composed of various security subject-matter experts.

In this role, you will be responsible for:

  • Providing leadership to develop, implement and continuously improve of the Senate corporate security programs and services, while also providing day-to-day management direction on corporate security operations, under the Senate’s jurisdiction.
  • Ensure close collaboration with the House of Commons Sergent-at-Arms and Corporate Security Office, Parliamentary Protective Service (PPS), Library of Parliament and other security and policing partners on security related matters of joint interest for the Parliamentary Precinct.
  • Establishing specialized corporate security processes, methods and practices in the areas of emergency preparedness and responses, business continuity management, fire prevention, access management, security event coordination, accreditation and parking enforcement.
  • The development, implementation and delivery of the ongoing evaluation of the Senate’s Business Continuity Management Program and the institutional program framework for business continuity planning, pandemic planning and disaster recovery.
  • The development of strategies and effective solutions that prevent or mitigate access related impacts to building security infrastructures and/or to senators and Senate staff.

Reporting directly to the Manager, Security Operations, Business Resiliency & Fire Prevention is the Advisor, Business Resiliency and Emergency Preparedness, the Advisor, Fire Prevention and Investigations, the Coordinator, Access and Events, the Officer, Event Coordination, the Officer, Event Coordination (LTVP), the Clerk, Identification and Security Screening, the Clerk, Identification and Security Screening (LTVP) and the Officer, Parking Control Services.

The general public to staff one (1) indeterminate full-time position in Corporate Security direction.

Prerequisites

  • Successful completion of a postsecondary education in a relevant security-related field such as risk and security studies, public safety, policing or protective services and/or an acceptable combination of education, training and experience;
  • Minimum of five (5) years of extensive experience in leading a team of security professionals where the last three (3) have been directly involved in leading a team of subject matter experts in security operations, business resiliency, fire prevention, accreditation, by-law enforcement;
  • Experience in utilizing the principles and practices of risk management to assess the possible threat to a person, location or an organization;
  • Experience in analyzing complex security issues and providing high-level briefings and recommendations to internal clients, senior executives and management;
  • Experience in managing human and financial resources as well as liaising with policing, intelligence and/or security agencies;
  • Knowledge of the provisions of security-related acts and regulations, federal and provincial statutes, and criminal and civil law;
  • Possess an in-depth understanding of the concepts, principles and methods that guide emergency management and business continuity planning, including the techniques that relate to risk assessment, contingency planning, emergency evacuation and disaster recovery;
  • A professional certification such as Certified Business Continuity Professional (CBCP) or Certified Protection Professional (CPP) will be considered an asset.
